Community Based Monitoring System

The Municipality of Mulanay, Quezon is leading the way in community development by creating its own customized Community-Based Monitoring System (CBMS). This innovative system leverages technology to gather crucial information directly from residents, empowering them to participate in shaping the community’s future.

Building a Data-Driven Approach:

  • Widespread Coverage: Mulanay’s CBMS goes beyond traditional methods by reaching every household within the municipality. Trained personnel equipped with smartphones or tablets will utilize Computer-Assisted Personal Interview (CAPI) techniques to collect data efficiently.
  • In-Depth Analysis: The gathered information won’t just be collected, it will be meticulously analyzed. This data will provide insights into various aspects of life in Mulanay, including health, education, housing, income, and even peace and order.
  • Targeted Solutions: By understanding the community’s specific needs and challenges through this data, the local government can make informed decisions. This allows them to target programs and resources more effectively, ensuring they have a meaningful impact on the lives of residents.

The general objective of the 2022 CBMS is to conduct a full-scale enumeration in selected areas nationwide to:

  • Generate updated and disaggregated data necessary in targeting beneficiaries;
  • Conduct more comprehensive poverty analysis and needs prioritization;
  • Design appropriate policies and interventions;
  • Provide mechanism for impact monitoring over time;
  • Provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting;
  • Establish a data collection, data sharing, and information management system which shall respect the fundamental human right to privacy, ensure data quality, and uphold data protection principles of legitimate purpose, transparency, and proportionality;
  • Establish CBMS database at the national and city/municipal level; and
  • Generate relevant statistics at higher levels that will complement and supplement the local level data.
