The Comprehensive Development Plan (CDP) is a strategic and long-term planning document that outlines the vision, goals, and objectives for the development and growth of the municipality. The CDP serves as a blueprint for guiding land use, infrastructure development, and overall improvement of the community.

The primary purpose of the CDP is to provide a framework for decision-making and resource allocation of the Local Government Unit of Mulanay. It takes into consideration various aspects of development, such as public services, transportation, environmental conservation, economic development, housing, and social amenities. The plan is designed to ensure that the municipality develops in a sustainable, organized, and equitable manner, considering the needs and aspirations of its residents.

Local Government Units (LGUs) play a crucial role in implementing the United Nations’ Sustainable Development Goals (SDGs), which encompass a wide range of interconnected objectives aimed at addressing global challenges and achieving a more sustainable and equitable world. The local government groups them into five development sectors, which can help provide a more comprehensive and focused approach to implementing these goals:

1. Social Development: This sector focuses on promoting inclusive and equitable social development, ensuring access to basic services, and improving the well-being of all individuals and communities.
