Quezon PDPFP 2015-2020

Executive Summary

The Quezon Provincial Development and Physical Framework Plan (PDPFP) for 2015–2020 provides a comprehensive, strategic roadmap for the sustainable development of the Province of Quezon. Anchored on the province’s vision to become the new food capital of CALABARZON and Metro Manila, the PDPFP integrates social, economic, environmental, and physical development goals into a cohesive framework that aligns with national and regional priorities.

Quezon Province, the largest in Region IV-A by land area, spans 39 municipalities and two cities, with a population of nearly 2 million as of the 2010 census. The plan addresses challenges arising from its varied geography, susceptibility to natural hazards, and socio-economic disparities. Through extensive baseline studies and vulnerability assessments, the PDPFP identifies key sectors—agriculture, forestry, fisheries, tourism, infrastructure, health, education, and disaster resilience—as priority areas for intervention and investment.

Enhanced with Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) components, the PDPFP outlines strategies to strengthen ecological balance, build resilient communities, and ensure equitable service delivery. The plan also lays down the spatial strategy for urban-rural integration, sustainable land use, and protection of environmentally critical areas. Supported by comprehensive data, maps, and stakeholder input, the PDPFP informs the province’s Annual Investment Plans (AIPs) and Provincial Development Investment Programs (PDIPs), ensuring coherent and responsive implementation over the six-year period.
